Food QS Certification Application

First, the application stage
   15 working days
Enterprises engaged in food production and processing (including self-employed persons) shall obtain production licenses in accordance with the prescribed procedures. New and newly converted food enterprises shall apply to the quality and technical supervision department for food production licenses in a timely manner. After receiving the application materials, the provincial and municipal (prefecture) quality technical supervision departments shall form a review team within 15 working days to complete the review of the application documents and materials. After the enterprise materials meet the requirements, they will be issued a Notice of Acceptance of Food Production Licenses. 20 working days
If the enterprise application materials do not meet the requirements, the enterprise shall make corrections within 20 working days from the notice of the quality and technical supervision department . If the application is not corrected within the time limit, it shall be deemed to be withdrawn.
Second, the review stage
   40 working days
After the written materials of the enterprise are qualified, in accordance with the food production license review rules, within 40 working days, the enterprise shall accept the on-site review of the necessary conditions and factory inspection capabilities of the inspection team. On-site inspection of qualified enterprises, the inspection team will seal samples on site.
   10 working days ( 1 )
The inspection team or the application for evidence collection enterprise shall, within 10 working days (except for special regulations), deliver the samples to the designated inspection agency for inspection.

If the conditions for examination and certification are qualified and the conditions for issuance of the certificate are met, the local quality and technical supervision department shall review the examination report within 10 working days. The AQSIQ shall, after receiving the enterprise materials submitted by the provincial quality and technical supervision department that meet the requirements for the issuance of the certificate, review and approve it within 10 working days.
Third, the certification stage
   15 working days
After being examined and approved by the AQSIQ, the provincial quality and technical supervision department shall issue a food production license and a copy to the production enterprise that meets the requirements for certification within 15 working days.
License related time

The food production license is valid for 3 years. The validity period of the production license for different foods is specified in the corresponding specification documents.
Renewal
Within 6 months before the expiration of the food production license , the enterprise shall submit an application for renewal of the certificate to the quality and technical supervision department that originally accepted the application for food production license. The quality and technical supervision department shall conduct a review and renewal of the certificate according to the prescribed application procedures.
Annual review
Implement an annual review system for food production licenses. Introverted made food production license, the certificate shall, within the validity period of 1 year for each full month of an application location of the proposed annual city (prefecture) level and above quality and technology supervision department. The annual review work is organized and implemented by the quality and technical supervision department that accepts the application for annual review. If the annual examination is qualified, the quality and technical supervision department shall sign the annual review opinion on the copy of the enterprise production license.

If food production and processing enterprises undergo major changes in the production conditions of food raw materials, production processes, production equipment, etc., or develop and produce new types of food, they shall, within 3 months after the change occurs, be subject to the quality and technical supervision of the original acceptance of the food production license application. The department submitted an application for a change in food production license. When accepting the application for change, the quality and technical supervision department shall examine whether the enterprise still meets the requirements for the necessary conditions of the food production enterprise.
When the name of the enterprise changes, the application for renaming the food production license shall be submitted to the quality and technical supervision department that originally applied for the food production license within 3 months after the name is changed.
   QS certified content
(1) It is a food production license system for food production enterprises. For enterprises that have basic production conditions and can guarantee the quality and safety of food, the “Food Production License” is issued, and the products within the scope of production certification are granted; those enterprises that do not have the necessary conditions for ensuring the quality of the products shall not engage in food production and processing.
(2) It is a compulsory inspection of the manufactured products produced by the enterprise. Food that has not been inspected or tested for unqualified is not allowed to be shipped from the factory. For the production enterprises that do not have the conditions for self-inspection, they are forced to carry out entrusted inspection.
(3) It is the implementation of the food production license system, and the foods that pass the inspection are affixed with the market access mark, that is, the QS mark.
   QS certification requirements for production sites and equipment
First, the production site
Must comply with the health standards of national manufacturing enterprises and the review rules and general rules for each product;

Must be reasonable in process and well-equipped (control review rules)
Third, the necessary inspection equipment

   1. Entrusted inspection and elimination, enterprises must have factory inspection capability. Enterprises that have obtained certificates must establish their own laboratories before the end of the year, otherwise they will cancel their QS certificates.
   2, QS companies every year will undergo strict supervision and inspection certificate after the certification audit of its condition. If a serious non-conformity is found, the QS certificate will be revoked . This work will be coordinated by the provincial quality and technical supervision department.
